15 inches in a day floods Dallas, 1 dead, flights cancelled – Heavy rains marked the latest such flood in the past weeks across the United States, in which, three 1-in-1,000-year rain events occurred, inundating St. Louis, eastern Kentucky and southeastern Illinois over a single week.
The “1-in-1,000-year rain event” term is used to describe a rainfall event that is expected once every 1,000 years, meaning it has just a 0.1 percent chance of happening in any given year – but such events can actually occur much more frequently.

“The Dallas-Fort Worth area was pretty much ground zero for the heaviest rain overnight. We’ve been in drought conditions, so the ground soaked up a lot of it but when you get that much rain over that short a period of time, it’s certainly going to cause flooding, and that’s what we saw, definitely in the urban areas here,” said Daniel Huckaby, a meteorologist with the National Weather Service.
